On  September 20th, 2007, an Affidavit of Conditional Acceptance and REQUEST FOR PROOF OF CLAIM was
sent jointly to you Chief JOSEPH HENNER of the GRANTS PASS DEPARTMENT OF PUBLIC SAFETY and to
Mr. GARY BRANDT as Administrator for the Trial Courts of JOSEPHINE COUNTY.  Attached to this Affidavit of
Conditional Acceptance: Request for Proof of Claim are Citations #48639 and #48640 issued by Public Safety Officer
Dennis Burge. (See Attached),

The following Maxims of Commerce recognized by the International Law of Commerce apply in this matter.  

In commerce truth is sovereign.

Truth is expressed by means of an affidavit.

An unrebutted affidavit stands as the truth in commerce.

An unrebutted affidavit becomes the judgment in commerce.

A matter must be expressed to be resolved.

He who leaves the field of battle first loses by default.

8.  Sacrifice is the measure of credibility (if one has neither been damaged nor incurred a risk, and is unwilling to swear an
affidavit -- i.e., "true, correct, and complete," the commercial equivalent of, " the truth, the whole truth, and nothing but the
truth" -- on his unlimited commercial liability for the veracity of his statements and the legitimacy of his action, he has no
credibility, and therefore no basis for asserting claims/charges or claiming authority).

A lien or claim can be satisfied only through rebuttal by counteraffidavit point-for-point, resolution by jury, or payment.

I, Raymond Ronald Karczewski©, the Living, Breathing, Flesh-and-Blood, Sentient, Natural Man, Creditor, Secured Party
and Holder in Due Course with Supreme Claim over Trade Mark/Tradename RAYMOND RONALD KARCZEWSKI©
clearly and unambiguously stated that failure of you, Chief HENNER, and/or Mr. BRANDT to answer the questions
regarding JURISDICTION, accompanied by Affidavit over this Natural Man Raymond Ronald Karczewski© within 10
days of the Registered Mailing of U.S.P.O. Registered Mail Article No. RR 487279896US on September 20th, 2007
to GARY BRANDT, Court Administrator, and yourself, that a non-response and/or failure to provide proof of claim
would satisfy the terms of the Commercial Agreement accompanied by Affidavit and constitute agreement that charges
brought against this living, breathing, flesh-and-blood, sentient, natural man, Creditor and Secured Party, Raymond
Ronald Karczewski© are unfounded in common law, and that all statements made therein by Raymond Ronald
Karczewski©  are True and uncontestable in a court of Law..

You, Chief HENNER, and MR BRANDT have refused to answer the questions of JURISDICTION in writing, and
accompanied by Affidavit. This places you BOTH jointly in dishonor, and thus constitutes an admission of damage and
injury to Raymond Ronald Karczewski ©, a living, breathing, flesh-and-blood, sentient, natural man in the amount of
$2,000,000.00 (Two Million US Dollars)  See Charge back on Attached facsimile of Citations:

Chief  JOSEPH HENNER, As per your position as Chief of Grants Pass Department of Public Safety you are
responsible for the actions of your officers.  As such  in the authorization of issuing Traffice Citations by your agents, you
are making a public offering in the presentment of Citations #P48639 and P 48640 issued by Grants Pass traffic officer
DENNIS BURGE on September 19, 2007.  I am enclosing a Department of Treasury Request for Taxpayer
Identification Number and Certification Form W-9. Your Fiduciary Tax Estimate and your Fiduciary Tax Return are
required for doing business in the local community in the operation of a commercial vehicle of my ownership.  The
numbers mentioned above must be registered with the STATE OF OREGON for proving finiancial liability.  Please
provide me with these ID numbers by return mail.  The use of my name RAYMOND RONALD KARCZEWSKI© is
the commercial vehicle you are offering to obtain exempt priority status. Also, by using my name for registered tax
exemptions, you are making a private claim, thereby making those ID numbers a requirement for my indemnity from any
harm.
You have three days (3) from the date of this notice/invoice to respond to me with the above identified numbers.  This is
in accord with the Truth in Lending requirement.  Further dishonor will be the result of your failure to respond.

and-blood, sentient, natural man, does swear and affirm that Affiant has scribed and read the foregoing facts, and, in
accordance with the best of Affiant's firsthand knowledge and conviction, such are true, correct, complete, and not
misleading, the truth, the whole truth, and nothing but the truth.
