Oregon State Police Policies Mix Accident Investigation with Piracy On The Highways

June 9, 2009, Accompanied by Friends George McElroy and Bill Melcher A release statement of the impounded motorscooter from Police Custody was sought from the Oregon State Police Office in Grants Pass Oregon..  

The gal at the OSP office was cooperative but stymied by being presented with a "MANUFACTURER'S CERTIFICATE OF ORIGIN" the primary document showing ownership which supercedes all other document such as the State issued CERTIFICATE OF TITLE.

She had never seen one before.  She had made  a call to her supervisor in another office and apparently was ready to release the bike. when  OSP Officer MELAHN, arrived on the scene.  All terms for release of the bike were met but MELAHN interfered with his personal opinion that since the Licensed Driver to whom the bike would be released (Bill Melcher) did not have a "motorcycle endorsement"  he would not authorize the release of the bike.  

This was so, even when advised that the bike was inoperative and was to be towed to the Shop for repairs, by the same company which now held the bike in storage.  MELAHN was advised that with each passing day, storage fees are mounting, and to quibble over such a "technicality"  was counterproductive in reasonable transactions.   

Nevertheless, he refused to budge.  I guess he forgot that he works for the People, i.e., me.  This is the encroaching disease of servants who overstep their boundaries of authority  and believe themselves to be masters over the Sovereign People.

6-9-09,  3:20 PM  I returned home from Paragon Orthopedic to phone message from #1.  She was not available and I was switched to #2.  A recorded interview was made regarding the facts of the Incident.  What was lacking in the statement made to MC CARTY was Hertel's statement was that he accepted full responsibility for the incident  in making an unsignaled lane change into my lane, indicating I was in his blind spot and he did not see me.  Hertel acknowledge responsibility to OSP Officer WALKER.  Mc CARTY handled himself professionally throughout the interview.

June 9, 2009, Adjuster #1 called back.  Said they would cover medical  bills and damage to the bike.  I authorized her to contact Paragon Orthopedics for their medical records.  She said however that Pain and Suffering probably would not be covered, because of Oregon Law requires that all operating a motor vehicle secure a drivers license.  I briefly told her of my  situation with the State of Oregon, regarding, the Right to Travel vs. the License to Drive.  She stated she was aware of the general issues of Travelling vs Driving.  No agreement was reached until full medical expenses were tallied.  She stated she would contact OSP regarding release of the inoperable bike to be towed to NAUMES Motorcycles 2233 S, Pacific Hwy.  Medfod 97502  for repair.

From a Lawful Standpoint, the OSP, by impounding the bike when they were made aware of the facts, but ignored that the Manufacturers Certificate of Origin removes any question that the STATE OF OREGON had any possessory rights to the bike, as they do when Auto Dealerships routinely send the MANUFACTURERS CERTIFICATE OF ORIGIN to the State which then holds first right to the vehicles while giving the purchaser limited fiduciary rights.  In other words the State owns the vehicle and in turn gives the purchaser license plates and a CERTIFICATE OF TITLE, . This is what gives them the authority to impound vehicles on traffic stops.

That is the scam, I have been trying to expose for the last 7 years with my questions of JURISDICTION. It is a MULTIBILLION DOLLAR SCAM.    

Since I am not a 14th Amendment citizen, nor subject to the Corporate State and their  policies which masquerade as "Color of Law" The government and their Enforcement officers have no rights to the bike. The impoundment of vehicles apply only to those individuals who are engaged in commerce while using the public highway and/or those who waive their rights and consent to granting JURISDICTION by applying for a Corporate State license.  

Hence in the present case, the OSP, JOSEPHINE COUNTY SHERIFFS OFFICE, AND GRANTS PASS PUBLIC SAFETY ALONG WITH DMV  are conspiratorially committing Fraud, Theft and Piracy every time they stop, arrest, and/or cite this Living, Breathing, Flesh-and-Blood, Sentient Natural Man of the Sovereign People for private policies which have no bearing on ONE who is not subject to CORPORATE domination. That is the Law  issue involved in my case.

Laws are made to protect the people from overzealous government, whose rules and regulations serve themselves. the Corporation, not the people they take an oath to serve.. Such policies mechanical in nature trample over the rights of the people.  That's the situation Americans now find themselves in.

Is anyone paying attention?
