The Douglas County Authorities, especially District Attorney Jack Banta, knows exactly where I am since my filing an official complaint of THEFT BY EXTORTION regarding the Douglas County Sheriff's Office confiscatory policies with him demanding it be directed to the Douglas County Grand Jury for their investigation and subsequent indictment. That of course was sent in addition to the R.I.C.O complaint I sent to the Medford Office of the FBI regarding the same matter.
rk: As to my conduct before the court, I simply challenged the Justice (thats pronounced "collection agency") Court's jurisdiction and after a whole lot of posturing, the Douglas County courts preferred to save face by letting the matter drop and not tipping their hand to the rest of the populous of the ongoing driver's licensing fraud the government bureacrats and corporate courts are perpetuating upon the unknowing, automobile traveling public.
rk: Did I not tell the court that I did not recognize its admiralty-maritime jurisdiction over a free man who refused to enter into a contract with the court by giving his consent to be prosecuted? You see, without such contracts, such consent given, admiralty-maritime law has neither jurisdiction nor power over a free man, their power applies only to the SLAVE minded who are ruled by their own consent.
rk: All they need do is issue an arrest warrant to bring my person before the court. Betcha they won't do it? (That is, of course, as long as we still have a U.S. Constitution in existence in this country.)

On August 29th, I wrote an article to your board titled "Klamath Falls, Oregon: It Ain't Over Till It's Over!!"
In it I commented on the "apparent" strength and directness of action taken by the Klamath Falls folks in restoring the headgates to the proper government, the True government -- the government Of the PEOPLE, By the People, and For the People, not the government of Corporate America.
The point of my post was that "Gaining Freedom" from tyranny is one thing, HOLDING on to that freedom, however, is quite another.
It is clear to those who have the "eyes to see" that your cause is rapidly falling apart, and in a very short period of time at that. I'm sure you've heard the one about "A HOUSE DIVIDED?"
The tenor of your discussion forum shows it. You are losing your momentum, your strength, your resolve. You now spend most of your time and energy bickering amongst yourself over matters of pettiness and personal attacks -- A trait that is always found amongst the ranks of the rationalizing "vanguished." You have succumbed to the "divide and conquer" tactics of those who control your minds through provocateurs, yet you are not even AWARE of it.
The enemy is no longer OUT THERE, one who is clearly identifiable. The enemy is now amongst you and you know him not, for the enemy is YOU yourselves, those who now flail about in uncertainty, confusion and ignorance.
Who amongst you SEES the BIG PICTURE? Who amongst you has the strength to hold onto that vision amidst the dark forces which have been unleashed within your collective consciousness since the fleeting successful action of last week.
You folks, whether you acknowledge it or not, represent a great number of people of this country and of the world, common people who identify with your plight -- the tyranny wrought by the few who rule over the many. These are people and communities that have not yet been singled out by a tyrannical government that no longer disguises its intentions in breaking the spirit of a nation's people and reducing a once FREE people into CHATTEL. How many of you are awakened to the FEUDAL system that presently rules you and can take away your property while you BELIEVE there is NOTHING you can do about it? How many of you realize your freedoms have been stripped away through the magick of words? Hell, even the "Munchkins" in the "Wizard of Oz" gained their freedom when the spell of THOUGHT they previously held to be true was BROKEN. So much for the effectiveness and longevity of Mind Control, eh?
But I digress!
You folks at Klamath Falls, Oregon and those who support you found yourselves at WAR. The simple fact is, you are still AT WAR. How many of you even understand that? Of those who do, how many will openly acknowledge it? It is not yet a shooting war, but at the rate you folks are going, the heightened state of confusion and frustration that is presently affecting your collective actions will lead to it. Either that or it will lead to a speedy SURRENDER.
How many now see the real cause of war? Not the distant cause -- that which may be projected by one's own conditioned intellect -- but the real cause which cuts to the chase, which penetrates the conditioned nonsense of the intellect with its many defense mechanisms and goes to the heart and soul of each person trained to live life in an conditioned state of unrelenting confusion and confoundment.
How many of you see that if you do not have a consensus based collective enemy to face, to turn your pent up aggressions against, you turn on each other as individual enemies? And when they are not available to be used as foils for your confusion and aggression, you are faced with the ultimate enemy, your own divisive Intellect, the instrument that makes you your own worst enemy. Until that is resolved and understood by the Individual, there can be NO PEACE ON EARTH for that person; i.e., YOURSELF!
You are still playing by the rules of the rulemakers, ignorant of the fact that those who make the rules ALWAYS win the game. YES, I DID NOT MISSPEAK -- ALWAYS!! The Solution? END THE GAME. DO NOT RETURN TO THE GAME.
It is not my intention to take you by the hand, to lead you out of your quandry, to tell you what to do about your problem. You created it, you must solve it! It is mine, however, to tell you what is clearly observable by your actions.

You are a profoundly unhappy, sociopathic personality, who so he doesn't feel quite so alone in his misery and sociopathy, will seize on any excuse to demand people attack others, **even when that attack is clearly against their own best interests, and makes no sense whatsoever.** The farmers at K-Fall should wean themselves off a water distribution system that is staggeringly wasteful, and makes them wholly dependent on the feds; they should put the money into a way of getting water that doesn't involve a huge amount of it simply disappearing in evaporation, and end the problem once and for all. That is obviously the way to address the problem, as opposed to childish skirmishes that only postpone inevitable on-going problems that will never end, give your thoughtless and self-centered words here. I notice you NEVER actually touch on any facts that led to the water problem to begin with. This is to be expected of you, given your personal agenda and general hate for people around you. But the farmers at K-Falls deserve better than your self-serving screeds that don't give a damn about what's good for them in the long run, but merely express your personal wish to see others as dependent, angry, frustrated, and wretchedly alienated from the community as you are. I say let's help the farmers towards finding a water distribution system that works (i.e, the water doesn't simply evaporate away into nothingness), is economically feasible, and doesn't place them perpetually in a position where they have to beg the federal government and taxpayers to bail them out when the system is place simply loses the water. All your latest tantrum amounts to is a snit federal funds aren't being funneled into the pockets you want them to be funneled into. Be consistent for God's sake man: One form of eoconomic corruption is as bad as the next. If you want tax reform, individual liberty, and dignity, both you Ray personally and the Klamath farmers, be self-sufficient, learn to live a sovereign life independent from federal government support, and gain the personal liberty such integral living grants. Farmers at Klamath knew where they were moving to estabish farms, and the water problems that entailed. Irrigation is obviously inefficient, ineffective, grossly expensive, and the water system for farming at Klamath must be rethought. In making that decision to move to Southern Oregon the farmers were in their rights, but they have no right to be supported by the central government when the problems they knew were there all along still exist.They have no right to be bailed out by the federal government at the expense of taxpayers in Arkansas and Delaware. In the alternative, I suggest you do vastly more harm than good to this cause by attaching your name to it. Your history in this state is that of psychotic, vicious behavior, and by procliaming yourself in support of the farmers, you make them look like the same brand of self-absorbed and sniveling kook you are.

You gotta wonder about the economics of the thing. The guy got caught in a traffic violation, and yeah, he really needs to be economically sanctioned, and pay us back all the damned money he wasted with his psychotic, pseudo-legalistic type clap-trap about our traffic courts having no jurisdiction over traffic matters in this state. Yeah, he lost even before he began, even if he is so psycho he doesn't quite understand that basic fact. But do you really think they'll spend the money to jail the f**ker? Jail is expensive as all hell, and the overcrowding is terrible. I agree though. The way this a**hole is trying to gloat, and misrepresent the fact Oregon doesn't really have the funds to incarcerate every two-bit traffic violator as some sort of vindication of his psychosis is intolerable, and perhaps it is worth it to spend the money and kick his fat, fraudulent ass once and for all. I bet they go after his assets first though, and we'll be hearing his incessant whining about that, just like he was whining about the $700 already levied against him.

I find your misrepresentation and censorship of the facts at Klamath appalling Raymond. The selective fashion in which you've accused the government is misleading, irresponsible, and offensive.
The fact of the matter is that both the Oregon state government and the federal government represent **all** the people. Not just farmers, not just city-dwellers, but all the people, including the environmentalists protesting at Klamath. And there are very many people here who have legitimately contested the wasteful nature of the use of water at Klamath, and the toll that waste is taking on both the people and environment there. The government, both at the state and federal level, is absolutely bound to take **all the people into account** when making determinations about how public resources are to be used, not just the subcategories of the population you personally want to be subsidized at taxpayers' expense (i.e., the farmers). You **cannot** completely misrepresent this as some sort of fight between the "freedom-fighter" farmers and an evil federal government protecting international corporations, because this simply is not the case. The environmentalists here are taxpayers and citizens too. They are part of the PEOPLE the government represents, and they have every bit the right to make their voices heard about how government-subsidized resources are being used as do the farmers who are unhappy because they have been hit with drought, and are suffering in their livelihoods. I am not at all without sympathy for the farmers mind you, but **all** the people's rights must be considered, weighed, and balanced by the state and federal governments, and one segment of the population cannot be given more weight than all the rest just because some crackpot in Cave Junction personally demands such prejudice.
A few questions, which given your history on Townsquare whenever faced with facts that undercut your misrepresentations, you will undoubtedly promptly ignore:
1) Why do the taxpayers and citizens who contest the despoliation of the environment in southern Oregon have any less of a right to protest and to weigh in on how government resources are to be used than the farmers there?
2) Given you have not paid taxes for decades, and yourself live completely off public funds, why do you think you have any right to deny working taxpayers and citizens worried about economic waste and environmental damage their rights to voice their opinions in the mattter.
3) Again, given the fact you've been nothing but a passive spectator in all matters social for decades now, and have contributed nothing at all to our society or culture here, why would you think we should be subject to your attacks for no better reason than we **disagree** with you?

Often times we are taught a particular path to follow; generally, when to serve a purpose of control or power, the antithesis is cloaked with the stench of un-patriotism. This exposé will present to you how our current system of government operates. It is not intended to demean the people involved, for we are all human and have our faults; however, as Lord Acton so eloquently espoused "Power corrupts, absolute power corrupts absolutely."
This essay presents information pertaining to payment of federal and State income taxes, the law, and traffic tickets. In 1990 I was involved in a case where the United States Department of Justice declared in a U.S. District Tribunal United States citizenship is based upon contracts. The Attorney General, by and through his agent, proclaimed the payment of Social Security and use of the Postal Service are contracts of co-surety, binding anyone so contracting under these contracts to mandatory federal taxation and federal authority.
American Citizenship vs. U.S. citizenship
Additionally, a U.S. District Judge promulgated (declared) the people born in one of the Fifty States are American Citizens. Thus, we are born into the status of American Citizen and contract into the sub-status of U.S. citizen. The U.S. Judge also averred (declared) there are other mediums contracting American Citizens into U.S. citizenship but he refused to expound upon his averment.
The Congress of the United States also acknowledged the status of American Citizenship, to wit:
United States Statutes at Large, Vol. 15, chap. 249, page 223 of the 40th Cong.:
"An Act concerning the Rights of American Citizens in foreign States...Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That any declaration, instruction, order or decision of any Officers of this government which denies, restricts, impairs, or questions the right of expatriation, is hereby declared inconsistent with the fundamental principles of this government." (Underlining added)
The language of the United States Congress clearly specifies American Citizens in foreign States, not Countries. Now the query emerges, "What is meant by foreign?"
U.S. Government Only 10 Miles Square
The Constitution of the U.S., Article I Section 8 clause 17 states:
"The Congress shall have the Power To...exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;..." (underlining added)
Article IV Section 4 of the Constitution states:
"The United States shall guarantee to every State in this Union a Republican Form of Government,..." Therefore, the Fifty States are foreign States to the United States, whose boundary is within the confines of Washington D.C. (ten miles square).
Republic vs. Democracy
As shown supra (above) the United States government is a legislator democracy and the Fifty States are a Republic. Hence, two different governments, one being a democracy (mob rule), and the other a nation at law (Republic). Please notice I did not write a nation of statutes. Today's society is governed by statutes the people mistakenly call law. The Uniform Commercial Code (U.C.C.) § 1-103:6 states, to wit:
"...A statute should be construed in harmony with the common law...The Code cannot be read to preclude a common law action." (underlining added)
Thus, statutes are a means of control, and of creating an army of government agents publicly known as Attorneys at law. This army is a faction of government introduced to We The People, as alleged experts to protect us from ourselves. The government's armed militia was made manifest by dubbing the former "Peace Officers" (cops working for the people) "Law Enforcement Officers" (para-military officers working for the corporations now called government) to enforce these statutes.
To delve a little deeper into the oxymoronic relationship of Attorneys and the Law...Did you ever consider the education an attorney at law has to procure to "practice" law? Consider for a moment the requirements. In most States one has to earn a baccalaureate degree from an approved university; take and pass an entrance exam to a law school (LSAT); attend and graduate from an approved law school; take and pass the Bar Association exam proffered and graded by law professionals; and, serve an informal internship. Mind you, after all that, most Attorneys lose more than half their cases. Is it any wonder why we, here in America, have the largest Attorney and prison population in the world?
Law vs. Statutes
These facts manifest an interesting irony. Since government is replete with lawyers, and since lawyers "write the statutes" (referred to as laws) then why is it that they do not understand them?
Perhaps this enigmatic presentation can best be understood viewing an eclipse. There is bright light (law), a gray area (penumbra), and then there is pitch black (statutes). The penumbra is the area where statutes encroach upon the law. Law is very simple to understand; do not injure any human's: person, property or rights. Statutes, on the other hand, incorporate "what ifs" and a vehicle for power. People are fined or imprisoned using the underlying statement "We've decided that he/she may injure someone so we will prosecute them now." In other words, there is NO injured party, a prerequisite for a cause at Law.
Lawyers (in the guise of judges, prosecutors, and defense attorneys) have created a business of crime. Their paychecks are dependent upon the number of people processed through their system. This could, and has, witnessed an exponential (extremely rapid) growth rate. In order to ablate (evaporate) this statutory quagmire and stabilize ourselves on solid ground we must become aware of who we are. We must open our hearts to the responsibility we owe our fellow human beings and ourselves.
The system at hand, controlled by an esoteric organization known as the Bar Association (a product of international bankers), has opened a Pandora's Box of selective prosecution and favoritism the Law does not condone. Statutes are both ambiguous and abstruse (complex) in construction. Therefore, if it takes such education in order to attempt an understanding of the statutes (see Attorney scenario supra), then is it reasonable that either the average American Citizen or U.S. citizen could comprehend such ambiguities and complexities?
Economic Slavery
The judiciary has become a business rather than a Constitutional entity and the people have become goods. Attorneys are merchants of law Uniform Commercial Code § 2-104(1) and anyone appearing with an Attorney or Pro se (as your own attorney) is a merchant and is liable in an action between merchants, U.C.C. § 2-104(3). We are not warned that to dispute jurisdiction of the court or tribunal we would have to appear "In propria persona" (in one's own proper person), to wit:
"...pleas to the jurisdiction of the court must be plead in propria persona, because if pleaded by attorney they admit the jurisdiction, as an attorney is an officer of the court, and he is presumed to plead after having obtained leave, which admits the jurisdiction." (Black's Law Dictionary, Fifth Edition.)
It is also interesting to note that since an attorney is an officer of the court, and since the judge and prosecuting attorney are attorneys, then today's court is a self initiating business. In other words, by action and construction, the corporate entity called Bar Association with its army (Attorney's), in relation to a court of law and administration of law, is a conflict of interest. Common sense would dictate, and history witnesses that statutes and procedures administered in our "courts" today favor a strong and powerful lobby whose influence has metastasized into every organ of our once great nation. Economic slavery is a necessary by-product when a corporation is given power to write, enforce and prosecute the governing "laws." History recognizes that statutes and proceedings in the "courts" favor the pocketbook of the legal arena and not the American people privately or at large.
Flags - Old Glory vs. New World Order (One World Government)
To further spice the judiciary stew, Attorneys have carefully injected an undiscerning ingredient unwittingly ingested by the lay community. Donning the interior walls, or by flag pole, every "court" room this author has viewed displays the federal and State military gold fringed flags. The flag of the Republic is not displayed at all. The aforementioned poses an interesting paradox. The symbol displayed is the jurisdiction of the Court or the Tribunal.
The military flags presented specifies the jurisdiction as Admiralty (martial law), yet the hearing is proclaimed a Court of Law. Unbeknownst to most people, in Admiralty cases the Accused is not protected by unalienable Rights secured by the first ten Amendments, but civil/contractual rights granted under the fourteenth amendment as codified in the U.C.C. Civil/ contractual rights are not concrete, but subject to the whims of the judiciary (Attorney judges).
Taxation - Voluntary Or Mandatory?
Briefly, taxation is based upon the debt of the United States (Congress) to the Federal Reserve (a private corporation). Franklin D. Roosevelt and the Congress of the United States contracted with international bankers for a loan presented to the people as the "New Deal." A vehicle then had to be constructed to make the Citizens responsible for the Congressional extravagance. The Social Security Insurance system (now FICA) was devised for this purpose.
This nefarious (evil), unconscionable contract bound every American under a co-surety obligation. We the People were warned by the supreme Court in Helvering v. Davis, 301 U.S. 619, 81 L.Ed. 1307, 57 S.Ct. 904 that Social Security is not insurance but "welfare;" and in Flemming v. Nestor, 363 U.S. 603, 4 L.Ed.2d 1435, 80 S.Ct. 1367 (1960) we have no vested interest. Having no vested interest informs us payment from the Social Security system is discretionary and not obligatory. Thus, by law and contract, when you retire FICA is not required to compensate you at all.
Further, if you visit a law library and peruse Title 26 United States Code Annotated (the infamous IRS code), at the beginning you are informed that our system of taxation is based upon voluntary compliance. Though true, people do not realize that the voluntary segment infers those who have not contracted into the sub-status of U.S. citizenship.
Rights Lost Through U.S. citizenship
For more information on Rights lost through U.S. citizenship see Black's Law Dictionary, Fourth or Fifth Editions (B'sLD, FE) under "Liberty." To state just a few Rights, freedom of contract; freedom of locomotion and movement [11 AmJur (1st Series) Sec. 329, Personal liberty] (travel in your automobile on the public highways without driver's license); Right to marry and have a family (not permission through marriage license, a three party contract, you; your spouse and the state); right to pursue chosen calling; right to earn a livelihood in any lawful calling (no forced business or occupational license); etc. (Italicized notes added.)
A Note to emphasize the ludicrousness of licensing: license: "permission from a competent authority to do something, that without the permission would be illegal, a trespass, or a tort" B'sLD, FE. So, could you expound upon what is illegal, a trespass or a tort about getting married; earning a livelihood in a lawful calling; traveling on the public highways to church, your job, the grocery store? Black's Law Dictionary, ibid., evinced these as Rights, not licensed privileges. Hence, through statutes, you now need licenses to attempt survival. With licensing we experience one of the pleomorphic (many forms) characters of power, control and the proliferation of prejudice.

"Woe unto you, lawyers! for ye have taken away the key of knowledge: ye entered not in yourselves, and them that were entering in ye hindered."
In Conclusion: The Wolf In Sheep's Clothing
It appears that by statutory construction and complacency a conditioned reflexology has manifested the observation of our fellow human beings as corporate chattel and not free living human beings. Thus, the corporate government finds itself consumed in a web that demands the property and Rights of the people as a tribute for its virtuous (?) leadership. History recognizes that, with noble conviction, the law community assumed a role to champion the Rights of the people; but in the process unalienable Rights were lost to contractual (civil/statute) rights granted by man. Hence, instead of profound Rights from God [declared in our "Declaration of Independence" and secured by Amendments 1 through 10 of the Constitution of the United States], we now have arbitrary rights from man. Instead of a Constitutional "Republic," protecting the Rights of each human being, we now have a legislator democracy promulgating "the good of our majority out-weighs the good of our constituency."
Please remember, however noble the gestures, personal bias and prejudice still cloud human judgment.

To reclaim my Rights secured under the Constitution of the United States, Amendments 1 through 10 (unencumbered) and alluded to in the Declaration of Independence I have written a "Declaration of Expatriation/ Repatriation.."
