Governor Kulongoski,

     I have written to you on three prior occasions -- June 9, 2003, July 7, 2003, and
October 27, 2003.  To date, I have not received a single reply from your office to any of

     As a simple, sovereign man of the People, operating in full legal capacity, a Secured
Party, Creditor, and not a Surety for the debts of the juristic person, RAYMOND
RONALD KARCZEWSKI©, I again draw your attention to the communications sent to
you and insist you give the issues contained therein your immediate and personal attention.

     Crimes have been committed against me, this living, breathing, flesh-and-blood,
sentient, natural private man by agents for the private, for-profit STATE OF OREGON
INC.

     As you were elected by the true government, the PEOPLE, as CEO of the STATE OF
OREGON CORPORATION, it is your responsibility and duty to launch a full
investigation into the criminal actions perpetrated against a Sovereign man of the People in
JOSEPHINE COUNTY OREGON Criminal Cases # 02CR0617 and #03CR0170 by
AGENTS for the OREGON SECRETARY OF STATE'S OFFICE, OREGON
DEPARTMENT OF JUSTICE/ATTORNEY GENERAL'S OFFICE, OREGON
CIRCUIT COURT FOR THE COUNTY OF JOSEPHINE, AND DISTRICT
ATTORNEY'S OFFICE FOR THE COUNTY OF JOSEPHINE

    Your staff may cut through the complications of this 14-month-long legal nightmare and

    It is time for the Corporate government to clarify its position and clearly state ITS
TRUE relationship to the PEOPLE.

    Are the people, the TRUE GOVERNMENT "of the People, by the People and for the
People," free, Sovereign and possessed of Unalienable Rights, or have they been relegated
by their elected, appointed, and hired public officials/servants to the status of human
resources, feudalistic chattel, mere property of the "STATE?"

    My unlawful arrest, imprisonment and legal persecution throughout the last 14 months
goes to the very heart of that question.

    As the elected head, GOVERNOR, of the STATE OF OREGON government, it falls
upon you to answer that question.

   I hereby reassert my demands for compensation for damages as stated in Revised
AFFIDAVIT AND NOTICE OF DEFAULT/INVOICE,
